The overall project objective is to continue to effectively support the establishment of democratic governance in Ukraine as a critical aspect of Ukraine’s European integration aspirations.

Main directions

• Support to Judiciary Reform
  • to consolidate the capacity of the High Administrative Court of Ukraine to introduce reforms that enable achievement of European standards and citizen access to administrative courts to protect their rights against the state
  • to achieve more awareness of the citizens on their rights with regard to providing them by services from the state as well as on mechanisms to protect their rights
  • to serve as a point of contact between and to improve coordination among donor community and Ukraine on Judicial Reform

• Support to National Commission on Strengthening Democracy and Rule of Law and to Ministry of Justice
  • to facilitate development of a stable, transparent and accountable legislative framework for the implementation of institutional reform, rule of law and anti-corruption initiatives in compliance with Council of Europe standards
  • to improve the capacity of the Ministry of Justice to formulate and implement anti-corruption and rule of law policies
  • to promote instruments for the citizen’s access to the system of justice and for providing the citizen with a voice in the decision making process, particularly with respect to the administration of justice

  • to promote civil service reform to enable better access to high-quality public services and Improve the capacity of the Main Department of Civil Service of Ukraine
